Panchayat is a comedy drama set in Uttar Pradesh's Phullera hamlet. Abhishek Tripathi (Jitendra Kumar), a recent engineering graduate, reluctantly accepts the position of secretary at Phullera's panchayat (village council) office. Born and raised in the city, he is unfamiliar with rural India's languid pace of life. So is the idea of the panchayat office serving as his residence. Naturally, he becomes entangled in boredom, discomfort, and irritation, striking out whenever he has the opportunity. During his stay, he learns that, while Manju Devi (Neena Gupta) is the officially elected Pradhan, her husband, deputy secretary Brij Bhushan Dubey (Raghubir Yadav), manages the actual show. The patriarchal fabric, deeply established corruption, widespread ignorance, and a bad infrastructure follow next. Abhishek, driven by a strong desire to leave Phulera, chooses to study for the CAT entrance exam and pursue managerial courses. However, the secretary is already frustrated, and the absence of electricity adds to the problem. The rest of the plot concentrates around his struggles to adjust to the country lifestyle and prepare for his arrival in the midst of this commotion, which leads to some humorous situations.
